nepal prez tell how to initiate PM election

Following the failure of the political parties to forge consensus for government formation, President Dr. Ram Baran Yadav has dispatched a letter to the Legislature-Parliament as per Article 38 (2) to form the new government on majority basis.

The parliament has initiated necessary homework to embark upon the prime ministerial elections following the receipt of the president’s letter.

Likewise, the Business Advisory Committee (BAC) meet convened by Constituent Assembly (CA) Chairman Subash Chandra Nembang today decided to hold the prime ministerial elections on Feb. 3, 5 and 6.

It is reported that Nembang will inform the lawmakers about the entire process of the PM election, as per the decision taken by the BAC meet, in the House session scheduled later today.

The new parliamentary regulations have a mandatory condition for securing simple majority (301) votes even if a single candidate files nomination for the prime ministerial post. The lawmakers will have the authority to reject the candidacy if there is only one candidate claiming for the post.


In case of multiple candidates, all the nominations will be tabled collectively in the House for decision and the lawmakers will have the option of only “yes" votes. All the candidates will be given a second chance to prove simple majority in the second round. If that fails, only two contestants securing the highest number of votes will compete in the third round.

As per the new arrangement, the prime minister's election will be inconclusive only in the case when a party whose vote is decisive to prove simple majority for the given candidate boycotts the election process. The candidate himself will withdraw his candidacy according to the new provision. In case only two candidates file nomination in the first round, the prime ministerial poll will conclude by the second round if both fail to secure majority when tested in the floor.

Prachanda (Nepali: प्रचण्ड [pɾətsəɳɖə]; born Chhabilal Dahal on 11 December 1954, later Pushpa Kamal Dahal (Nepali: पुष्पकमल दाहाल [1]) is a former guerrilla leader and chairman of the Unified Communist Party of Nepal (Maoist). Prachanda led CPN (M) as it launched an insurgency on 13 February 1996. In 2008 the ensuing civil war culminated in the overthrow of the Shah dynasty in favor of a republic. About 13,000 Nepalese died in this conflict.[2]
Prachanda's extension of Marxism-Leninism-Maoism -- taking specific account of Nepal's situation—is known as the Prachanda Path. "Prachanda" is a party name literally meaning "fierce one".
The Constituent Assembly elected Prachanda Prime Minister of Nepal on 16 August 2008.[3] He was sworn in as Prime Minister on 18 August 2008.[4] Prachanda resigned from the post on 4 May 2009 after his attempt to sack General Rookmangud Katawal, the army chief, was opposed by President Ram Baran Yadav.[5] Prachanda remained in office until 23 May 2009 when his successor was elected.[6]

He admits that due to his extremely busy schedule he doesn't even get time to see his own movies these days. As being the top actor of Nepali film industry, Hamal is a lucky charm for producers - once he appears in a movie, it is bound to rock the box office. In context of the Nepalese film industry, which has market constraints, every director compete to take Rajesh Hamal into their project. He has been also criticized for not changing his looks to the need of the characters in the film. His long hair, which has long remained as his unique trademark, has been overlooked by the producer saying the Nepalese audience like him in long hair, so much so that he has been characterized as a cop with long hair. At leisure Rajesh Hamal likes watch the news on BBC, CNN and other news channels, read non-fiction books and biographies. He is inspired by the teachings of H.H.14TH Dalai Lama and is very supportive of the cause for improving the lives of oppressed Tibetans in Tibet-occupied China,as well as the Tibetan refugees scenario in Nepal and India. Rajesh Hamal is said to like to think, look back and look ahead at his life.He believes in the natural cause of law and effect "Karma." Rajesh Hamal's pet dog is named 'Johnny' after being awed by the role of Johnny Depp as Captain Jck Sparrow.He is deeply inspired by the late actor,Marlon Brando,and was said to have said that his character in "on the Waterfront" would be his choice of movie if it were to be remade in Nepalese. He is afraid of heights,he is an acrobatics. For a recent movie scene, he couldn't bungee jump and so he had the stuntman fill in the scene. On another occasion,during a fight scene,his sword fell of it's hilt and knocked four teeth of the cameraman. He is planning to get into the movie-making business in dual roles as Director and Actor.
